My preference for a test bed implementation would be a
Mozilla pluggin. This choice offers the following benefits:
-Graphical
-Cross Platform
-It could become production quality and people would
actually use it.
-Potential commercial SingleLogin vendors would not be
scared away because they are likely to want to support IE
primarily.
