from what I remember in the many discussions we had in years, we never agreed on that. Different people have different ideas. I myself refuse the concept that we are "just" a framework and in fact, just have a look on what we have on github! Now I think that some repositories shouldn't be there, but still overall, there are frameworks, tools, applications.
So since the premise is wrong, conclusions are too. There are however some interesting points and suggestions that can be discussed.
