PLUTO should be supported by gr-iio, and HackRF by gr-osmosdr. Both of those can be install via apt.

1. I have now got gnu radio installed on a computer using ubuntu 20.04 . I am using       version 3.8 of gnu radio ( I think 3.8.13 but not sure
