the discussion is surely overdue - i dont think that it should
have been elevated to a HPP, before the FSD entry was accepted,
certainly without specifying the license

but actually, it should be safe to declare category membership,
pending review - i would consider this to be a bug in the wiki
software - entries which have not yet been accepted, should not
be enrolled in any category, even if one if specified
