As per the source code says, it is BSD 3-clause licensed
https://git.ispconfig.org/ispconfig/ispconfig3. As per the website
says, it is "open source, transparent, free"
https://www.ispconfig.org. Wikipedia also states similar thing
https://en.wikipedia.org/wiki/ISPConfig.

I believe it is free software. It is just not available in all (?)
GNU/Linux distros https://repology.org/projects/?search=ispconfig
including Debian, Parabola and Trisquel. As for Free Software
Directory, I think there was just nobody yet to create a new page for
it.
