From that same reference, it says that another way to disable section
editing is using __NOEDITSECTION__ . Inspecting [[FSD:Participate]] I
found that very same magic word. So I removed it since
[[Special:PermaLink/84194]], resulting in section edits being enabled again.
As for possible issues with section editing, the same page from
MediaWiki says:
> Disabling is especially useful when a heading is created from within a
> template: the normal wiki section-edit would in this case edit the template
