I dont know how to react at the right place.
That adress for decommissioned packages is given by GNU.
You can see it above the GNU packages and decommisioned packages list.
I agree with you about the usefullness of decommisioned packages (Even a
lot of official GNU packages
are unmaintained for years or do not excist or are long gone elsewhere).
Mailing that address for those issues was not fruitfull, bumped.
But thats GNUs will.
Hopefully that will be fixed some day.
