It's not in a defensible state. Four projects are tagged "nonfree
documentation":
* Anki
* GNU Radio
* Tcl/Tk
* Wireshark
The the nonfree documentation criteria is inconsistent with the
rationale for the tagging, enumerated here:

How can there be a stable document with a section ("nonfree
documentation") for which the fundamental guiding principles are
undefined by FSF?
