[directory-discuss] libmodplug is now Public Domain instead of GPLv2-or-later

Hi,

this page http://directory.fsf.org/wiki/Libmodplug#tab=Details says the
libmodplug licence is GPLv2-or-later which used to be true, but at a later
stage, its licence was converted to the Public Domain:

* http://modplug-xmms.sourceforge.net/ (search for "public domain").

* https://github.com/Konstanty/libmodplug (also search for "public domain").

Please fix it.
