It seems schools have to buy licenses for PC's not even running windows,
if that is the case, to me this meansn MS are almost forcing schools to
use their software,  as if you have to pay a fee, then you may as well
use the software.

This is something becta has concerns about. I will contact the press
officer and offer my support regarding these concerns,  as for how to
counter this,  I am not sure,  i guess its a case for trading standards,
or the european competition commission, any ideas?
