It would be nice to know what the equivalent of Mod4+1 is in Windows.
At some point Shift-R and 1 worked (may have been a custom setting - I forget - but they tend to disappear when I download yet a new development copy!)

Follow-up Comment #1:

Adding a rest automatically would mean it would need to be deleted for the
case where there is music to be typeset in the upbeat. The blue bar is clear
enough I think: if you run Check Score it tells you that the bar is underfull.
