Follow-up Comment #1, bug #46172 (project denemo):

I just tried your first idea
>go to directives>markings>inserting barlines - here I don't get an option to
instert a 2nd time bar indication, so I go to 'choose barline' and I get
'second time bar open' 

And this did insert a second time bar open directive. 
right clicking on that gives options to turn it into other time bar
possibilities.

I have version 1.2.5, I can only imagine you are using some old version by
mistake.
Incidentally, that is not the true home of the 1st and 2nd time bar objects -
they are not barlines after all - they can be found in
Directives->Markings->Spanning because the span the music between the start
and the EndVolta.
Check Help->About for your version number. (Not that I am aware of any version
where what you see happened, though I didn't know that 1st&2nd time bars were
in the choose barline menu...)
