Otherwise you couldn't change the meaning of the arrow shortcut. Are
there other users who would wish to navigate menus in that way? IIRC we
had code at one time that treated these keys (and Return) as special, so
you would have to go to the command manager to assign them as shortcuts.
I'm sure it could be resurrected if there is a body of interest.

Ah, that is interesting - the guy who has this problem is on XUbuntu
12.04, so it looks like the distro is causing the problem.
