[Denemo-devel] Minor fix and new windows build

I've added a minor fix - not creating a local standard.accels at the
outset. The problem was that this was done too early resulting in
multiple accelerators definitions when the menus are created; it was
unnecessary anyway.
I've posted up a new build of CVS for windows at 
http://www.rshann.plus.com/denemo.html
as usual. Those who want the extra documentation need to download the
full program not just the upgrade.
