back to the original state. problem arises only to the "admin".

if admin has two more project (for example: A, B) and he
tries to modify a bug on project A, "Move To Project" is always set to
project B and that is the only option available(it does not even show A) 
which moves that bug to project B.

but a if a normal user has two more projects and in the same situation,
the default value for "Move To Project" is set to A which is okay.

if line 65 is set to 
html_build_select_box ($result,$name,$checked,true,$text_100);,
it shows "None" with the value 100 but I think a project can have a value
"100" by any chance. that's why I changed it back to the original
even if it has problem for admin user as the above.
