When you say "Cygnus", I assume you mean Cygwin. If so, just
go to www.cygwin.com, click on the setup.exe link, and install
everything. That will include the X libraries.
Another way is to install first the default packages. Then run setup.exe
again and install xorg-x11-base. Then do it again and choose ddd.
It should work (+/- a few adjustments).
