Use
make LIBXM=/usr/lib/Motif2.1/libXm.a

See configure.ac: XM_LIBS is unconditionally set to
/usr/lib/Motif1.2_R6/libXm.a

What does /usr/bin/libXm.a points to on HP-UX ?
I do not have access to such a machine.
