The ban list (perm and temp) is already in the tos-file and
is correctly reloaded (at least on my computer). Be sure to
restart dchub in the directory where the tos_tbl file is.

ban's are persistant, but lost if the hub chrashes... 
maybe bans should be appended to the tos-file instead of 
saving when closing the hub...
