this is the second part to remove most kick-commands
the -(t/p)banip command is adding a ban entry to the banlist and setting a 'p' 
or 't'banflag to the user_cnx_entry
...
the -kick command is now reading if the banflag is set and changing the 
messages in this case but disconnecting the user only
a -flood command is added (it works so be careful ;) )
its using an int db_entry 'FLOOD_COUNT' or an default of 1 if missing
the oplist-patch is included in this patch

for the banip-command a cluster funktion is needed - so not ip 0.0.0.0 is added 
to the banlist without any sense :(
