For CVS 1.11.x and CVS 1.12.x you would need to use the access control
methods available on your CVS server to enforce read access.
There is a PERL script written to handle write access to particular
users for various directories and branches in a given repository.
Go to
http://cvs.savannah.gnu.org/viewvc/ccvs/contrib/?root=cvs
and look at the cvs_acls.html and cvs_acls.pl files.
