[Cp-tools-discuss] --enable-xmldoclets

Hi,

This patch adds a configure option, --enable-xmldoclets, that defaults to
no.  This allows us to build gjdoc using only the htmldoclet and thus avoid
a dependency on gnujaxp.

I'd like to commit it and then make a release tarball.  Does anyone have
any problems/questions with/about that?  When we do make a tarball, where
will it go?  Will it need to be signed?

        * Makefile.am: Add required logic for above.  Minor tweaks for antlr.
