[Cp-tools-discuss] Updated build process

All,

Tonight I've checked in changes to the build machinery that should allow
you to compile cp-tools, even to compile it natively with gcj. The NEWS
file has some details. This does currently require Tom Tromey's GNU
JAXP patch for gcj, which I'm hopeful will be merged into gcc HEAD soon,
and therefore a very recent gcj. Without it you should get an error
during configure about a missing xml related class.

The tools rmic and rmiregistry appear to have some dependencies on other
code found in both classpath and gcj in the gnu.* namespace. This isn't
a problem when compiling with a free VM but would probably cause some
trouble for something else. I'd like to be sure I have the necessary
bits imported from GNU Classpath but I don't want to duplicate code at
all if I can help it so any suggestions about what to do here are
welcome. There is a dependency on RMIHashes and TypeSignature at the
very least, the latter of which would quite helpful to use in cp-tools.
