Summary:  I18N problem

Original Submission:  There are some documents that uses UTF8 and not utf-8 or
iso-8859-1. You can look at the Debian Bug report here:
Attached is the patch by Takashi Okamoto <address@hidden>. (it's debian 
specific, you have to remove some code before the real patch)
