I can setup a Makefile.am for Gjdoc myself. We can also merge the modules
first and then I write one that covers javah and the other tools as well.

After having written the LibxmlJ autoconf/make build files recently as
well as the ant build file for Gjdoc it makes sense that I care about
this.
