libgcrypt has merged SM3 hash function. See
https://dev.gnupg.org/rC4423bf3cc4432b9bfe801ff74cb05e6f0dd3eccd
I plan to add addition commits to use SM3 functions exported by
libgcrypt, and current implementation is used as baseline for review.
