date opposite case flag

date invoked with # as one of the flags following % often gives very surprising results
(apart from +%#Z, which seems to be working fine).
This has also been mentioned here: https://bugzilla.redhat.com/show_bug.cgi?id=749704 . Though JW raises some valid points, is it really worth fixing # to get a format like fRIDAY, or
would fixing only some cases, like #^ to produce lowercase, suffice?
