[PATCH] build: update gnulib submodule; also bootstrap to latest

Subject: [PATCH] build: update gnulib submodule; also bootstrap to latest

Notes tests/init.sh is still in sync with gnulib

* bootstrap: update to latest
* gnulib: update avoiding secure_getenv and subsequent patches
as these are reported to fail on FreeBSD at least.
