I don't know if bootstrap in general should do it (many other projects
only need init.sh as part of gnulib tests, rather than copying it to a
second location).  Other options would be a git symlink to the location
created by the gnulib import (dangling until you run ./bootstrap), or
making use of the bootstrap.conf post-install function to do this
copying step for just coreutils.

Also, it may make sense to enhance maint.mk to add a target to make it
easier to update gnulib, including re-copying ./bootstrap.
