I don't follow you.  This is comparing the file time stamp against
the time stamp in the .consign file to see whether or not you use the
signature stored in the .consign file.  The shortcut is that if the time
stamps are the same, you assume it's because the file hasn't changed
since the last time, in which case you use the pre-computed signature
from the .consign file instead of generating a new signature when
deciding if dependencies of the file are out of date.  I think we're
talking about two different things?
