My answers to your questions:

a) Concerning URLs:

    I took "http://savannah.gnu.org/cgi-bin/viewcvs/*checkout*/config/config/config.guess" and "http://savannah.gnu.org/cgi-bin/viewcvs/*checkout*/config/config/config.sub" from "config.guess" that dates back to 2006-07-02 from a package called "libcitadel-easyinstall.tar.gz" that is one of several citadel groupware installation packages from www.citadel.org.

        In addition I found versions of "config.guess" and "config.sub"
    that date back to 2008-02-24 and 2008-02-22, respectively. They are
    located bellow "/usr/share/misc" of my Armbian 20.11.4 Buster system
    (which is by the way up-to-date according to the package manager).
    And the file "config.guess" there provides the following URLs for
            
        updates: https://git.savannah.gnu.org/gitweb/?p=config.git;a=blob_plain;f=config.guess
    and https://git.savannah.gnu.org/gitweb/?p=config.git;a=blob_plain;f=config.sub.

    When I follow the URLs that you mentioned in your email bellow I got "config.guess" and "config.sub" dated 2020-12-22. And the URLs provided for updates by "config.guess" are the same as in your email.

    Conclusion: The URLs have at least changed from version 2006 to 2008 to 2020, while it looks like version 2006 is still used by citadel as version 2008 by armbian.

b) Concerning functionality:

        "config.guess" from ...
        ... 2006 failes recognizing my operating system,
        ... 2008 sucessfully recognizes my operating system,
        ... 2020 sucessfully recognizes my operating system.
