Haskell network package fails to install on Windows

Trying to do:

   Cabal install network

On Windows machine fails.

 

C:\Users\guthrie\.cabal-sandbox>cabal --version

cabal-install version 1.22.0.0

using version 1.22.0.0 of the Cabal library
