    Make dde conditionally built under presence of libpciaccess
    
    * configure.ac [!LIBPCIACCESS]: Warn instead of abort.
    * config.make.in (LIBPCIACCESS): New definition.
    * Makefile [LIBPCIACCESS=no] (lib-subdirs): Remove libmachdev and libddekit.
