    msvc: qtgui backports that dont involve boost
    
    added stdint includes to header files that referenced stdint typedefs
    moved the value assignment of static const members into the source files to 
avoid linker errors (multiply defined symbols)
    and removed export macro in plot_waterfall.h (it changes the linking, and 
should not be there)
