Please find my iconv wrapper for Japanese charsets at

This wrapper not only solves the Shift_JIS problem but also gives
some necessary aliases such as "Windows-31J" and "MS932" to "CP932".

For this wrapper to be effective,  SystemProperties.getProperty
("gnu.classpath.nio.charset.provider.iconv") must return null
because my wrapper cannot wrap it if IconvProvider comes first.
