I find it interesting.
One issue is security: how do you prevent one person
from artificially increasing the ranking of their files?
This problem is strongly dependent on the particular
implementation you use. if the vote is supervised by
a central authority, you do not have that problem (or
at least it is weakened). if it is decentralized, anything
can happen.
For a more concrete algorithm:
maybe the voting place would have a structure similar
to a circle channel, where ppl would register files instead
of their identities.
