To give a short answer:- UDP is better for small packet to occasional destination as it does not have the overhead of establishing a connection - TCP is better suited for long connection - file transfer included as it does have more advance error corrections algo
UDP packet can "just disappear" in the cybetnet in can of networks congestion, TCP packet are guarantied to be delivered (simplification but still widely true)
