What's the output of
csi -P '(repository-path)'
And does it contain setup-utils.so? It should look like this:
% ls `bin/csi -p '(repository-path)'`
chicken.import.so setup-download.import.so
srfi-18.import.so
csi.import.so setup-download.so srfi-4.import.so
data-structures.import.so ports.import.so
setup-utils.import.so srfi-69.import.so
extras.import.so posix.import.so setup-utils.so
tcp.import.so
files.import.so regex.import.so setup.defaults
utils.import.so
foreign.import.so scheme.import.so srfi-1.import.so
lolevel.import.so setup-api.import.so
srfi-13.import.so
setup-api.so srfi-14.import.so
