CERTI Win32 port now in CVS

Hi All,

After a good work done by JMM on a Windows port of CERTI
(https://savannah.nongnu.org/task/?6891)
I did merge his modification back to the CVS trunk tree.

This version should work:

1) On Windows
   CMake build with Visual Studio

2) On Linux
   CMake build
   Autotools build

3) Solaris
   untested until now, but should be OK too
   and will test it soon.

Win32 and Linux/Solaris version of CERTI are not
 interoperable yet, but this will come:
