As I said in my original reply to the question, the WinBoard installer
uses an old version of InstallShield that has some 16-bit components.
(It does not use the Microsoft installer framework.) WinBoard itself,
after it is installed, is indeed a 32-bit program, but that's not
relevant to problems with the installer.
If you look at the screenshot in the original question, it shows the
WinBoard installer self-extracting and starting to run, along with the
exact error message shown in the Microsoft article I referenced.
