This one is meaningless. You can't set mps to a negative value,
especially if you are also setting inc to -1, which means "use mps, not
inc". I'm not sure what will happen if you do this.

mps to 0; if inc is set to a value greater than -1, mps is not used.

The details are in the manual. I'm sorry you didn't find it clear.
Time control support is due to change and become more flexible in a
future release. I think Daniel Mehrmann has done some work on that; at
least we discussed it a while ago.
