[Bug-XBoard] problem installing winboard 4.2.7 on win2k (build 2195)

Hello, I'm not sure if this is a bug or not, but I am having trouble installing 
winboard 4.2.7 on my Windows 2k laptop.  I'm attaching a screen capture of the 
error messages that I receive when I execute winboard-4_2_7a.exe.  The errors 
occur in the order presented and begin just as the setup routine is completing 
preparation of the InstallShield Wizard (first image in attached file).  

I did check the known issues, but please let me know if there is some other 
place I should look for information related to this issue; or if there is some 
other address to which I should be sending this.
