--convert-links should not convert # hrefs

When using the --convert-links in wGET, sites will often become broken 
if they contain:

<a href="#example"></a>

Will get converted to:

<a href="index.html#example"></a>


I believe that hrefs that just have a #whatever should not get converted 
to file.html#whatever
