[bug #60494] Percent character in filename gets escaped twice

Offending logic from *./src/url.c* is shown below. I believe the issue is in
*iconv()*.

          && iconv (cd, NULL, NULL, &s, &outlen) == 0)
        {
          *(converted_fname + len - outlen - done) = '\0';
          iconv_close (cd);
