As you can easily test with a compressing web server (gzip here):

index.html
100%[=================================================>]  65,32K
--.-KB/s    in 0,02s

2020-01-25 19:15:53 (3,78 MB/s) - ‘index.html’ saved [486617]


So the progress bar shows the payload downloaded (=compressed size).
