Basically, your problems are not Wget related.
You have problems to install build prerequisites - nothing we can help you
much of.
BTW, as a packager you should have a build system to build and test your
packages on. Bare metal, VMs, containers, chroot environment - whatever fits
your needs. Once you have packaging done, you can 'clean' install those
packages on your clean system.
