2 tests fail when the "IO::Socket::SSL" perl module is not
installed,Test-proxied-https-auth-keepalive.px and Test-proxied-https-auth.px.
In my opinion, it falsly suggests a problem with wget's build.I propose instead
to test first if the module is installed, and skip these tests if not.
I attach a patch to do so.
