Indeed, I agree. I would have thought that the method of compilation
should not effect a constant value set by the source distribution that
should never be changed, and would not expect that to happen by 
  autoreconf --force
  ./configure <anything>
  make
but obviously it is happening.

The wget 1.15 included with openSUSE 13.2RC1 does nto have the problem
so it's probably not worht following up further.
