what problems you may encounter
I do not know how to set up a static build.
building a static version of all the libraries used by wget
Should I give a parameter to ./configure or to make?
ensure the wget configure scripts detect and use them
This is another thing I do not know how. ( -L<absolute include path> ???)
Please help me a bit.

I am not sure if someone already tried that or what problems you may
encounter on mingw32, but you should start by building a static version
of all the libraries used by wget and then ensure the wget configure
scripts detect and use them. This should be enough.
