[Bug-wget] wget error: failed: Connection timed out.

Hi,

I can download link through any browser, the link is "
http://developer.blackberry.com/native/downloads/fetch/BlackBerry10Simulator-Installer-BB10_2_0X-1155-Win-201308081613.exe
"

I installed wsproxy.exe in my c:\windows folder and get following error:
