Hello Christopher,
I have spent some time in the past weeks to fix the Windows build,
with the last alpha tarball,"./configure && make" should be enough to
build wget. Do you know other problems under Windows (beside IPv6, SSL
and NTLMv1)?
What I can say is that they should be fixed before the next release.
By the way, I see that currently OpenSSL is preferred over GNU TLS (not
only under Windows), I would invert this.
